Lukaku had a successful loan spell at the Goodison Park last season as he emerged the club's top scorer which forced the Toffees to pay a club record £28m for the 21-year-old forward.
However, Mourinho claims that the deal suits all parties involved as he couldn't guarantee him first time football ahead of more established stars like Diego Costa, Didier Drogba, and Fernando Torres.
"It's possible [he'll learn more at Everton]. We wish him good. This was good for Chelsea, and him and obviously Everton, and when that's the case, it is the perfect scenario," Mourinho told Sky Sports News.
"He wants to feel that he is first choice and has complete trust from (Everton manager) Roberto Martinez. People in Goodison Park, they love him and they show him that every match.
"He was with us a couple of months last year in pre-season, he played in the Super Cup and we felt at the time that this is not what he wants for his career. He didn't want to be fighting with people with a top dimension.
"Diego Costa is 25 and has a five-year contract, but most probably will have another contract after that so he's here for a long time. We have Didier and Fernando Torres and Romelu is in a good team. I think it is a great choice for him. I think he's happy now."
